Satire is always built upon a kernel of truth. When the Government reopens, it will be through a continuing resolution. It will continue appropriations as in the previous period. I have seen innovative programs, at lower costs from creative suppliers being canceled because last year the program was different, even if they were more expensive. A creative supplier who could deliver a $700 hammer for $70, lost out because CR rules forced the agency to buy the $700 version. Innovative and cheaper ways to solve existing problems will be martyred under the rules of CR.
