I believe a satisfactory approach to your question would be to break the issue into two parts.

First: For a person’s propensity to be attracted to starting a business and to have the requisite personality traits for that, those people are more often born with it.

Second: When it comes to successful outcomes of all those who are attracted to the entrepreneurial direction, those are more often polished by training, education or mentoring.
